I always liked xsnow. I've made it more modern to run on KDE Plasma. This is not a port! The implementation is kind of silly since it are all rotating borderless transparent windows.
I actually have some incoming revenue from this app (mostly during winter months).

If you are using KDE Plasma, you can directly install this widget (Right click > Add Widget on Desktop). You can also untar a release under ~/.local/share/plasma/plasmoid
